Click start and if it says that you need to perform a restart, just restart your computer and when you come back it will launch the program.
By running this program on your slow computer what you are doing is letting your computer check the hard drive for any problems or any potential problems that might occur. Then what the program does is it tries to fix these problems so that they will not develop into larger problems.
